WHAT’S THE LATEST
On March 11, the Secretary of Commerce confirmed the continued collection of the 25% import duty on certain steel and aluminum products and derivatives from all countries. This duty is now in effect.
WHAT WE KNOW
- U.S. Customs & Border Protection (CBP) has issued two Cargo Systems Messaging Service (CSMS) notices with instructions for importers.
- Duties on derivatives classified outside Chapter 73 and Chapter 76 will be based on the steel/aluminum content in the finished product. If the value is unknown, the full 25% tariff applies to the entire item.
- Importers must comply with new reporting requirements:
- Steel imports: The country of melt and pour must be provided at time of entry.
- Aluminum imports: Importers must declare the primary country of smelt, secondary country of smelt, or country of most recent cast at time of entry.
- CBP has emphasized strict compliance and will enforce penalties for inaccurate reporting.
WHAT’S NEXT?
As highlighted in our previous advisory from February 18 regarding the expansion of steel and aluminum tariffs, companies should continue to evaluate mitigation strategies as the industry awaits further guidance.
